3 stages to control you!
Stage 1 and already being introduced is the biometric passport. This will be chipped and it will link to the National database that will hold 45 pieces of personal information. This information will be gathered from other sources and databases and you will have to report to a local center for an interview (interrogation) at which time they will see if your answers match up with the info they already have (or don't) If you answer wrong (or their info is wrong) they will delay the issuing of your passport and you are now under suspicion. The smart chips embedded in them can be partitioned like a hard drive
on a PC. One side of the partition will be standard personal ID info on
the other side you will never know its content about you. Also it will use facial recognition your thumb print and iris scan will be required as a back up method. Facial recognition gives the capability of CCTV cameras in public to ID you anywhere in public and track you with the software installed. 
Stage 2. The I.D. card. This will be chipped and in the end will be drivers license, access card, Health care and national ID card all in one. It will become compulsory to carry it at all times. Stage 3. The human implantable chip. Firstly to replace the ID card. You will have a unique ID number that when entered into an authorised agency computer will reveal whatever info about you, politically, financial and credit status, shopping purchases, tracks of your movement and locations by inbuilt GPS and RFID scanners in public places and crime and health records. You have to remember that you wouldn't accept being chipped if it was stated that it was to control you and the whole population. The idea is to get you to WANT it so you will be drip fed with the "benefits" and accept it as normal. It started with chipping poor little lost dogs and cats, then keeping us safe from nasty criminals who are tagged, then stopping our babies being stolen from wards (it was not a huge problem anyway and very isolated) So many of us have our own tracking technology in our car GPS (if we use it it has to be OK right?) Now Tesco and others are chipping products to track us around the store and register our shopping habits to help offer us products were likely to buy.. get the pattern emerging! Soon it will be to keep us safe and to tell us apart from terrorists! (Wont they be chipped?) I guess they wouldn't give their occupation as "terrorist" when they report to be chipped with the rest of us.

Here is an extract taken from a US army study document that deals with attacking an enemy before a war has started. Note the intention to implant humans with tracking chips again.
"In the near future every American at risk could be equipped with an electronic individual position locator device (IPLD). The device, derived from the electronic bracelet used to control some criminal offenders or parolees, would continuously inform a central data bank of the individuals' locations. Eventually such a device could be permanently implanted under the skin, with automatic remote activation either upon departure from U.S. territory (while passing through the security screening system at the airport, for example) or by transmission of a NEO alert code to areas of conflict. Implantation would help preclude removal of the device (although, of course, some terrorists might be willing to remove a portion of the hostage's body if they knew where the device was implanted)."
